State Patrol Lt. Joe Dwyer reported that, “We are very proud of the affect that our troopers had on the motoring public during the recent Click It or Ticket seat belt enforcement project in our Brainerd District.” Statistics show that troopers in the Brainerd State Patrol district alone stopped at least 596 motorists. Lt. Dwyer also said that, “Our extra patrols wrote at least 157 citations and at least 189 seat belt related warnings, which we believe went a long way in helping to educate the public about the importance of wearing seat belts”.

The Brainerd State Patrol office also reports that troopers wrote at least three child restraint citations and two warnings along with a host of other non-seat belt related activity including at least four custodial arrests. There were no reports of any unusual incidents or events during the seat belt campaign, which ran from May 21 – June 3. Compliance surveys in the Brainerd district before the project showed 88 percent seat belt usage, while post project surveys show a higher use rate of at least 94 percent.

Seat belt and child passenger safety enforcement and education is a component of the state’s core traffic safety initiative, Towards Zero Deaths (TZD). A primary vision of the TZD program is to create a safe driving culture in Minnesota in which motorists support a goal of zero road fatalities by practicing and promoting safe and smart driving behavior. TZD focuses on the application of four strategic areas to reduce crashes – education, enforcement, engineering and emergency trauma response.
