Level 3 offender moving to rural Backus
A 53-year-old Level 3 predatory sex offender will be released from prison on April 28, with plans to move to the Hackensack/Backus area, reported Cass County Sheriff Tom Burch.
Oscar Leon Rono will move to the 1400 block of State Highway 371 Northwest, in rural Backus. Rono has a history of sexual contact with male victims ages 14 and 15. The contact included penetration and Rono was known to his victims.
Rono is described as a white man, with sandy hair, hazel eyes and a medium build. He is 5 feet 9 inches tall and weighs 219 pounds.
The community notification meeting will be 6 p.m. April 28 at the Backus County Land Department Office in Backus. A Level 3 predatory offender is the highest risk level who is most likely to re-offend. The state requires a community notification meeting when Level 3s get out of prison.
Staff from the Minnesota Department of Corrections will present the public with information on Rono, on Level 3 sexual offenders and answer any questions residents have geared towards preserving safety in the community.
Rono is not wanted by authorities, as he has served his sentence. The sheriff’s office will make every attempt to answer residents questions.
Rono was convicted of first-degree criminal sexual conduct in 2005 in Cass County. He was sentenced to serve 84 months at the Minnesota Correctional Facility in St. Cloud.
Rono will be the second Level 3 offender in Cass County, joining Robert Arthur Litzau.
