ST. PAUL - Former state Rep. Jim Knoblach is appealing a judge's decision to throw out his challenge to a new state Senate office building.


A Ramsey County judge dismissed the suit earlier this month after Knoblach tried to stop planning for a $63 million office building and $27 million in parking facilities near the Capitol building.

Knoblach, R-St. Cloud, claims last year's bill that authorizes the Senate building violated the state Constitution's single-subject clause because the construction language was contained in a tax bill. The judge said the tax bill was not aimed at taxes as much as “the subject of financing and raising revenue to fund state and local government operations.”

Knoblach disagreed.

“The judge’s definition of the subject of the bill is both overly broad, and ignores large parts of the law that are not about financing state and local government,” Knoblach said.
