Last year the City of Brainerd embarked on a project on the 1900 block of Oak and Pine streets replacing the main sewer that had been in service since at least 1910. We property owners were very accommodating. We did ask and were assured that our yards would be put back to original. Before the project, I didn’t own a thistle and stink weed farm, now I do, along with my neighbors, (some of whom never signed an easement for the City to conduct the work they did on our properties.) We were promised SOD! That was one of the primary questions I asked straight out of the hole to Jesse Freihammer, Assistant City Engineer. They did not sod it last year; it ran late and they were afraid it would freeze out; come spring, they said, sod we would have. Some yards did receive sod this spring. It was a horrid job. We danced with engineers, Jeff Hulsether and his protégé who tried to back peddle and say no sod was promised. Our yards became fields of weeds, nothing was done. The 4 affected neighbors went to a City Council meeting, there was a unanimous vote to direct staff to git-R-done! That was a month ago. My neighbors to the west did get their cloths line pole put in the proper spot, it was 4 feet short before, and a steak was put by a man hole in my yard that is about a foot too low. In a month. Jeff and Jesse wont return calls and keep putting sunshine where we don’t need it. All we want is our yards back as we were promised. So, any litigators out there willing to do a Pro-Bono case?
