Leaf burning a chronic problem

As a former resident of Baxter, I can attest to the chronic problem of leaf burning that occurs in Baxter on a regular basis. This is not a one-day, three-hour issue! This involves many residents burning whenever it is convenient for them. In addition to the chronic burning, residents would have campfires that they did not monitor and the fires would smolder all night long.
