LOCAL BRIEFS Tri-CAP director to address
Joe Ayers, executive director of Tri-County Community Action, will discuss poverty in the lakes area at noon Thursday at the Brainerd Public Library.
Tri-CAP was incorporated in September of 1965 to address poverty issues in Crow Wing, Morrison and Todd counties and to implement the National Economic Opportunity Act. The agency was established to provide services and programs that empower residents to achieve economic self-sufficiency.
Obama policy event planned Monday
BAXTER - Brainerd Lakes Area Citizens for Obama will host a policy input event at 7 p.m. Monday at the Northland Arboretum in Baxter. The event is open to all who wish to constructively voice their views to Congress and the new administration.
Ward named vice chair of Education Finance Subdivision at Legislature
Rep. John Ward, DFL-Brainerd, was named vice chair of the K-12 Education Finance Subdivision this week as he began his second term in the Minnesota House of Representatives.
He also will serve on the Early Childhood Finance and Policy Division and the Public Safety Division and the Public Safety Finance Division.

Horizon Health announces scholarship opportunities for Class of 2009
Horizon Health of Morrison County, a nonprofit health care provider, announced six health-care scholarships available for graduating seniors. Scholarships will be awarded in the amount of $250 each to graduating seniors chosen from each of the following Morrison County schools: Little Falls, Pierz, Royalton, Staples/Motley, Swanville and Upsala. High school seniors who plan to continue their education to pursue careers in health services, social work or long-term care are encouraged to apply.
Students may obtain scholarship application forms from their high school counselor or Horizon Health.
Baxter honors Muehlhausen
BAXTER - As two Baxter City Council members were sworn into office Tuesday, another former council member was recognized for his years of service.
Todd Holman and Mark Cross were sworn into office at Tuesday's council meeting. Outgoing council member Gary Muehlhausen was honored with a plaque for serving on the council for 16 years, including six years as mayor. He was first appointed to the council in 1992.
"We're in trying times but the city is in very good hands," Muehlhausen said.
Council members approved several consent agenda items during the short meeting.
Cross said a couple more residents are needed as members of the architectural review committee. Holman thanked the city snow removal crew for their hard work during this extraordinary snow season.
