Cutting of five teachers OK'd
BRAINERD SCHOOL BOARD
More Brainerd teachers will be losing their jobs next school year.

The Brainerd School Board Monday accepted its Finance Committee's recommendation to cut another five teachers in addition to 57 probationary teachers already slated to lose their jobs as a result of the failed November referendum.

The board approved unrequested leaves for the following: Mike Reeser, Brainerd High School agriculture teacher; Elizabeth Aulie, BHS French teacher; Brian Stubbs, BHS choral instructor; and Dee Eschenbacher-Hondl, BHS marketing teacher. The contract for Elizabeth Santi, Forestview family and consumer science teacher, will be reduced from full-time to a .4 full-time equivalent position.

The board also heard from the committee on what administrative reductions are planned for next year as part of the $5.5 million in reductions, but it will not take action until May. The recommended administrative reductions total $318,864 and include reducing 3 FTE administrative positions.

What will be cut?

What: Brainerd School District's athletics and activities listening session.

When: At 8 p.m. Tuesday.

Where: BHS cafeteria.

Why: To announce the budget reductions for activities and athletics, including what programs will be cut and to hear from the public. Look for an online update following the meeting at www.brainerddispatch.com.

The reductions include a .5 FTE elementary principal, which will be the non-renewal of Nisswa Elementary Principal Terry Hermanson's contract for next fall; a full-time principal at Forestview Middle School, which will be Carol Pasanen's position, who has accepted a position with the Paul Bunyan Cooperative; a .5 FTE program administrator at the Minnesota Learning Center. George Tetreault plans to retire as the MLC program administrator this summer. He has been employed as and .5 FTE through the school district and .5 FTE through the Paul Bunyan Cooperative. Nancy Anderson, his assistant who works as a half-time assistant and half-time administrator, will assume his position but with Tetreault's departure, a .5 position will be eliminated.

The school board also heard from the committee that even though the budget will be balanced for the 2008-09 school year, tough times are ahead. Steve Dickinson, director of business services, said it would take four years of 4 percent increases each year in the general education funding formula for the district to grow, rather than continue to deplete, its unreserved fund balance. Dickinson said the district has, on average, received 1.8 percent state formula funding increases in recent years, which includes the two years of no increases.

In other financial business, the board:

Approved revisions to the 2007-08 budget, which included updated information on enrollment and utilities. The June 30, 2008, unreserved fund balance is estimated to be $209,469, or .29 percent of total general fund expenditures. That's down slightly from the original estimate of $276,730, or .4 percent.

Approved the sale of a $9.065 million general obligation school building refunding bond that will save taxpayers about $727,000 over a six-year period. The district approved the sale to Bank of America and received a 2.8971 percent interest rate.
