Mill Avenue reconstruction plans approved
BRAINERD CITY COUNCIL
The Brainerd City Council approved plans Monday for the Mill Avenue reconstruction project, although the council was split on whether sidewalks should be added.

The council approved the following design concepts:

¥ Reconstructing Mill Avenue using the three-lane option.

¥ Providing a parking lane along the east side between I Street and N Street.

¥ Realigning the road to "whatever extent possible" to provide equal boulevard area to abutting properties in the parking lane section.

¥ Realigning H Street to improve traffic and pedestrian safety, as well as to consider additional options for improvements for pedestrian safety.

Council member Lucy Nesheim made a motion to add a pedestrian trail, or a sidewalk, along Mill Avenue, which was seconded by council member Anne Nelson Fisher. The motion failed on a 5-2 vote. Fisher said she favors sidewalks to encourage people to improve their health and walk more. Council members opposed to the concept of a trail or sidewalk said the neighbors did not want such a plan and they had concerns about attracting pedestrians to a busy Mill Avenue for safety reasons. About 30 people attended a neighborhood meeting March 30 at Bethlehem Lutheran Church to express their disfavor of sidewalks on Mill Avenue.

Nesheim also made a motion to create a trail between M Street and Memorial Park, which failed on a 6-1 vote. Council member Kevin Goedker said there was no safe place for children to cross Mill Avenue.

"Alderman Nesheim doesn't give up very easily," said council member Bob Olson, adding that the neighborhood was opposed to a trail.

Crow Wing County can now move forward with the road improvement project. State funds are available to reconstruct and upgrade Mill Avenue/Crow Wing County Road 3 from Highway 210 to the Mississippi River bridge. The purpose of the reconstruction is to bring the road up to current state safety standards and to use state highway turnback funds instead of having residents pay.
