Task force meets on planned unit developments
CROW WING COUNTY
The Crow Wing County Planned Unit Development Task Force met in an abbreviated session Monday but members quickly appeared divided on issues.

Consensus was not achieved on allowing this type of development on natural environment lakes. Some task force members said the planned unit development would allow more control of development. Others were not convinced.

Ann Beaver, task force member representing Crow Wing County Lakes and Rivers Alliance, suggested the group reconsider the item. She said if planned unit developments offered more protection she didn't think there would be a problem. The task force remains under the gun to complete its goal of an updated ordinance for the county with three meetings left before sending their work to the county board.

What's next?

The Planned Unit Development Task Force will meet 3:15 p.m. Monday in the Crow Wing County Service Building next to thecourthouse in Brainerd.

The task force suggested major changes in its direction after hearing from the DNR on its shoreland rules update. Monday the definition of what constituted buildable areas divided the task force.

Mark Ronnei, representing large resorts, said now that the group is recommending not offering additional units as an incentive for planned unit developments, it appears there are still more restrictions.

Ronnei questioned why a developer would want to attempt a planned unit development. Don Ryan, county attorney, said the incentives are more access to water for more units than would be available with a single-family residence. Ronnei argued for a reasonable standard.

Commissioner Gary Walters and Mark Haglin, task force chairman, both expressed concerns the intent to improve the environment was not being met by current suggestions as they considered where buildings could go. Ryan said the county needed to be consistent in where it was defining suitable building areas.

Following the PUD session, the county hosted an open house on other ordinance revisions.

About 19 people attended the meeting to examine zoning ordinance amendments. Proposed changes include allowing year-round dwellings on 20 acres in green space if performance standards are met; applying the Highway 371 Commercial Corridor performance standards to all commercial and industrial districts; creating a new district for 5 acres in rural residential; and creating a new urban expansion district.

The public hearing became a public meeting as the Crow Wing County Board did not have a quorum of three commissioners. A public hearing, which is legally required, will have to be set for a future date.
