Baxter council supports request for Grand Oaks Court Townhome project BAXTER CITY COUNCIL Staff Writer BAXTER -- The Baxter City Council Tuesday authorized a request supporting tax-increment financing and tax credit financing for Grand Oaks Court Townhomes, a proposed 24-unit affordable housing development that would be built adjacent to the existing townhomes on Grand Oaks Drive.
Sheri Harris from the Central Minnesota Housing Partnership gave a presentation on the project. The units will be 100 percent affordable and target families at 60 percent median incomes and below and 50 percent rent levels. Rent would be $576 per month for two-bedroom units and $666 for three-bedroom units. The first phase of the the townhomes, which were built two years ago, has a waiting list and just a couple of three-bedroom units are still available, she said. Most of the renters in the current townhomes work in retail, health care, hospitality, manufacturing and construction industries.
While Tuesday's action by the council did not approve tax-increment financing for the project, the council's support allows the Central Minnesota Housing Partnership to apply for tax credits and return to the council next fall if the application receives approval. Notification should occur in October, said Harris.
In other council action, the city accepted the resignation of Capt. Dale Walz with regret. Walz has served on the Baxter Police Department for more than 16 years. Mayor Darrel Olson thanked Walz for his work with the city.
The city approved lawful gambling for Brainerd Sports Boosters at Prairie Bay.
The city annexed 40 acres of land owned by James and Nancy Allen north of Baxter in Unorganized Territory as petitioned by the landowners.
The city approved an interim conditional use permit for outdoor fireworks sales for Generous Jerry's Fireworks at SuperOne Foods.
The city approved an interim conditional use permit for Angela Pickar to operate a residential day care.
The city council met in closed session to discuss a situation with an employee that may result in a termination or resignation, said city attorney J. Brad Person. The council did not take any action as a result of the closed session.
