Commissioners commend Outing club for ATV event CASS COUNTY BOARD By MONICA LUNDQUIST Cass County Correspondent CASS LAKE -- Cass County commissioners Tuesday publicly commended the Outing all-terrain vehicle club for conducting a well-run ATV event recently and will send the club a certificate of appreciation from the county.
Commissioner Jim Demgen asked Land Commissioner Norm Moody and U.S. Forest Service officials attending the meeting to expedite making a connection between southern Cass and ATV trails open to riders in central and northern Cass.
Moody said the state owns much of the area where the connection needs to be made and noted state officials have been reluctant to help the county make that connection.
Cass permits all-terrain vehicles to use Snoway I, a trail running north through central Cass, a trail system around Outing in southeastern Cass and the Soo Line Trail running diagonally across northeastern Cass. Connecting routes has been a priority, Moody said.
U.S. Forest Service has a temporary policy in effect permitting off-highway vehicles -- ATVs, off-highway motorcycles and off-road four-wheel drive trucks -- to use low standard roads in the Chippewa Forest, but not high standard roads. Cross-country travel is not permitted, even to retrieve large game or for trapping. Ditch riding is not permitted.
The forest service is in the process of designating a specific off-highway vehicle trail system. When that is complete, according to its policy statement, OHV use will be permitted only on roads and trails posted as open to OHVs.
The Chippewa Forest expects to implement that new posted-open system in 2006.
