Commissioners reappoint Yochum administrator
By MONICA LUNDQUIST Cass County Correspondent CASS LAKE -- The Cass County Board voted Tuesday to reappoint Robert Yochum to another four-year term as county administrator through Sept. 9, 2009.
Commissioners conducted an annual performance evaluation Sept. 9 for Yochum. Commissioners also reappointed several county officials: Health, Human and Veterans Services Director Dorothy Opheim; Management Information Systems Director Tim Richardson; Building and Grounds Supervisor Tom Emery; Environmental Services Director John Sumption; Assessor Steve Kuha; and Land Commissioner Norm Moody.
They voted Tuesday to approve a determination that each of those appointed officials has achieved the requirements for his or her position.
Moody obtained board authorization Tuesday to change the security requirement loggers pay to buy timber from the county from 20 percent of appraised value to 20 percent of the purchase price.
He said, because many recent timber sales have sold for much higher prices than appraised value, loggers have actually been paying only 6 to 10 percent of the purchase price as a security deposit, leading to a potential for them to speculate on sales and not actually cut the timber.
Tom Somrak and Norm Wagoner, U.S. Forest Service officials assigned to the Chippewa National Forest, reported appeals were processed in 2004 for the new federal forest management plan, which is beginning to be implemented this year.
There will be meetings with state and local officials as well as public informational meetings to begin to implement the plan, they told the board.
The board voted to deny a request from the Association of Minnesota Counties to authorize the AMC board of directors to consider a special assessment against member counties for hurricane disaster relief and against allowing AMC to contribute $40,000 of AMC reserve funds for disaster relief. The board didn't want to make a donation with taxpayer dollars.
The board recognized that National Association of Counties has reappointed Cass Commissioner Jim Demgen to that organization's public lands steering committee.
