Todd Holman will stay and Mark Cross will return to the Baxter City Council.
Holman received 2,382 votes, Cross 2,195 votes and Gary Muehlhausen 1,714 votes. Holman and Cross will fill the two council seats that were up for election.
"I'm looking forward to it," said Cross, who served as a council member from 1998-2006. "I enjoyed it when I was on the council before and I'm looking forward to being back on the council. I know it will be a lot of hard work and we got a lot of tough issues ahead, but that's what we did before and I'm looking forward to it."

Holman was appointed to the Baxter City Council in August 2007 to fill out the remainder of Randy Hukriede's term.
"It's been a great experience, a great affirmation and I'm looking forward to continuing that service," Holman said. "It's been a learning curve for the two years I've been serving thus far. There's a lot of hard work ahead, a lot of big projects to solve and initiatives to grab onto."

Though his name appeared on the ballot, Muehlhausen, who served on the council since 1992, in October announced his intention to withdraw as a candidate.
Mayor Darrel Olson was unopposed for re-election.
