Auditor praises staff, notes need for more funding
Staff Writer Tom Koop of the Larson Allen firm reviewed with the Brainerd School District Finance Committee the 2006-07 audit report, giving the district and its staff praise for the annual audit.
There were no significant adjustments from documents prepared by the district's business office and no disagreements with management about the independent audit.
"Overall, very positive results," said Koop.
As they went through the document at Thursday's meeting, Koop presented graphs on each of the district's funds and pointed out specifically the deep slope of a graph that depicted the spending down of the general unreserved fund balance as the district tried to soften the budget reductions during the past five years.
"It really tells a story about what has happened," said Koop. "You're on the right track, something has to be corrected."

Finance chair and board member Bob Nystrom asked Koop about whether there were any significant deficiencies and how the district's financial management compares to other districts that the firm works with.
"Larson Allen works with 400 entities, including city councils and school boards, and your financial management is right up there with the best," said Koop. "The accuracy of the numbers and the conscientiousness of your staff is very strong."
The June 30, 2007, general fund unreserved fund balance amount is 3.76 percent of the total general fund expenditures. The previous year the unreserved fund balance was $3 million or 4.65 percent of the total general fund expenditures.
The Finance Committee accepted the audit review and recommended board approval at the Dec. 10 regular board meeting.
