County drives for road jurisdiction changes CASS COUNTY BOARD Correspondent WALKER - Cass County will begin a process in 2007 to vacate and turn over to townships small portions of roads that no longer serve as through routes within the county.
County Engineer David Enblom told the county board Tuesday he has identified 37 such short road segments in about 15 townships and the city of Cass Lake. The county board must hold a public hearing in each affected township before the road jurisdiction change can be completed.
Board members Tuesday asked County Administrator Robert Yochum to set some of these hearings during board meetings this summer when the commissioners normally set one regular meeting a month in locations away from the courthouse in Walker.
Enblom said some of the road sections originally were a 90-degree curve, but the road was rebuilt into a gentler curve, so the old road portion now serves only as a connection to an adjacent township or private road. Others are service drives adjacent to a through county road. Some are abandoned state road portions the state gave to the county at one time.
The board already has a request to vacate a portion of service road in Wabedo Township. Shaun and Sue Palmers have agreed to install a cul-de-sac on the service road, so the township can continue to service the portion not vacated. The process likely will be to vacate the road segment and convey it to the township after a public hearing, then the township can vacate it to the Palmers.
Tuesday, the board approved selling a portion of the excess easement along County State Aid Highway 54 to the Palmers for appraised value of $2,613.60. Enblom said easements the county obtained in the 1960s along that section of CSAH 54 ranged from 90 to 105 feet. The county no longer needs more than 60 feet now that the road has been rebuilt.
The board voted to accept Central Specialties' low bid of $823,9042.26 to pave County Roads 121 and 122 east of Hackensack in 2007. Central Specialties' bid was the lowest of four bids the county received and ran 6.43 percent under the county's estimate.
The commissioners also approved signing documents to receive DNR funding for the culvert upgrade on CSAH 58.
