In 2008, the Minnesota Pollution Control Agency approved a permit to Brainerd Public Utilities for a $30 million wastewater treatment facility expansion project to serve Brainerd and Baxter. The permit allowed the treatment center to expand from treating 3.6 million gallons of wastewater a day to 6 million gallons a day. Baxter contracted with Brainerd to use the treatment facility and paid a third of the expansion costs. Illustration
