David Colvin of north Brainerd filed Friday for an at-large seat on the Brainerd City Council.
Colvin, who could not be reached by the Dispatch on Friday, ran unsuccessfully for the city council in 2004 and also ran unsuccessfully for the Brainerd School Board in 2003.
