Most of Minnesota's large cities, with populations of 10,000 or more, had a September unemployment rate of 2 percent to 3 percent. The cities with the highest jobless rates were Grand Rapids at 6.7 percent, Virginia at 6.9 percent and Hibbing at 8 percent. The cities with the lowest jobless rates were North Mankato at 2.1 percent and Moorhead at 2.4 percent.
