NOTICE OF PUBLIC HEARING ON PROPOSED ASSESSMENT
TO WHOM IT MAY CONCERN:
Notice is hereby given that the City of Baxter City Council will meet by telephone or other electronic means at 6:00 p.m. on Thursday, May 13, 2021 in accordance with the requirements of Minn. Statute Section 13D.021, to consider the proposed assessment for the 2021 Mill & Overlay and Full Depth Reclamation Improvement Municipal Project No. 4421, an improvement of:
•Roadway reconstruction, trail reconstruction, stormwater forcemain construction and stormwater basin improvements on College Road from 280' west of Berrywood Drive to 255' east of Conifer Drive.
•Mill & inlay and trail reconstruction on College Road from 255' east of Conifer Drive to Highland Scenic Drive.
•Roadway reconstruction, trail reconstruction and stormwater basin improvements on Isle Drive from 875' west of Falcon Drive to Glory Road.
•Street median improvements on Glory Road between Elder Drive and T.H. 371.
•Street lighting improvements on TH 210 the intersections of Meredith Drive and Memorywood Drive.
•Trail improvements at the Paris Road trailhead.
Adoption by the Council of the proposed assessment may occur at the close of the hearing or the following regular council meeting on Tuesday, May 18, 2021 at 7:00 p.m. Areas proposed to be assessed include abutting property located along:
•College Road from 280' west of Berrywood Drive to Highland Scenic Drive.
•Isle Drive from 875' west of Falcon Drive to Glory Road.
The proposed assessment roll is on file for public inspection at the city clerk's office. The total amount of the proposed assessment is $1,006,265. Written or oral objections will be considered at the meeting. No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owners is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable.

Such persons as desire to be heard with reference to the proposed improvements will be heard at this meeting. Please sign up in advance using the Zoom link provided to speak at the meeting. Comments can also be provided in advance of the meeting via email at comments@baxtermn.gov or mail at Baxter City Hall, 13190 Memorywood Drive, Baxter, MN 56425. Comments that are received by 6:00 p.m. on Thursday, May 13, 2021 will be read into the record.
