Pillager Board of Education Minutes
Monday, October 19, 2020
Chairman Scott Mudgett called the regular monthly meeting of the Pillager Board of Education to order on Monday, October 19, 2020 at 6:30 p.m. in the school media center. Board members present were Becky Bennett, Shawn Hunstad, Sara Nagel and Steve Uban. Also present were Superintendent Michael Malmberg, School Board Secretary Lori Blumke, interested staff and community members. Absent was Brian Grimsley.
First order of business was the Pledge of Allegiance

Sara Nagel moved; Steve Uban seconded to accept the agenda as presented. The motion passed unanimously.

Shawn Hunstad moved; Becky Bennett seconded to accept the Consent Agenda with the following items:

B.Monthly Cash Flow Including Investments

The motion passed unanimously.
Ehlers Presentation - Purchase of Bonds
Greg Crowe with Ehlers was in attendance and handed out copies of the Sale Day Report. He then reviewed with board members that there were 2 bids received. Baird from Milwaukee, Wisconsin was the lowest bidder with an interest rate of 1.43%. This rate is lower than the projected rate of 1.63% as estimated in the Pres-Sale Report which will save the district and resident tax payers about $1,916, 979. This will reduce property tax levies in 2021 through 2031 by an average of $183,000 per year.
Member Sara Nagel introduced the following resolution and moved its adoption:
RESOLUTION AWARDING THE SALE, DETERMINING THE FORM AND DETAILS, AUTHORIZING THE EXECUTION, DELIVERY, AND REGISTRATION, AND PROVIDING FOR THE PAYMENT OF GENERAL OBLIGATION SCHOOL BUILDING REFUNDING BONDS, SERIES 2020A
The motion for the adoption of the foregoing resolution was duly seconded by Member Becky Bennett and upon vote being taken thereon, the following voted in favor thereof:
Steve Uban, Sara Nagel, Shawn Hunstad, Becky Bennett and Scott Mudgett
And the following voted against the same: NONE
Whereupon said resolution was declared duly passed and adopted.
Curriculum
Director of Teaching and Learning Dave Olson shared the schedule of professional development options available to staff for the teacher in-service day, October 19th, Middle school teacher Beth Streit is working with NASA Education to pilot NASA modules and STAR testing is complete for K thru 8th grade. STAR data will be available to the Curriculum committee at the next meeting.
Becky Bennett moved; Steve Uban seconded to accept the Assurance of Compliance with State and Federal Law Prohibiting Discrimination Statement as presented. The motion passed unanimously.
Activities Committee met Tuesday, October 6, 2020
Committee Chair Steve Uban informed board members that discussed at this meeting was the middle school musical. Due to space restraints and current COVID situation, the middle school musical will be canceled for this year. The high school musical is yet to be been determined because if the secondary school goes into distance learning all extra-curricular activities would be canceled during this time. Student participation numbers for fall sports were also reviewed.
Policy Committee met Tuesday, October 6, 2020
Committee Chair Becky Bennett reviewed that this is the 1st reading of MSBA changes to Policy #419, 516, 601, 607and 522.
Becky Bennett moved; Sara Nagel seconded to approve Pillager School E-Learning Day Plan. The motion passed unanimously.
Budget
Business Manager Missy Berry reviewed that the Auditors will be ready to present the completed Financial Statement at the beginning of November; and seventy- five percent of the CARES Act funding of $295,000 needs to be allocated and spent before December 30th.
Steve Uban moved; Shawn Hunstad seconded to approve the Memorandum of Understanding for Extra Compensation for Online Teaching. The motion passed unanimously.
Member Becky Bennett introduced the following resolution and moved its adoption:
2020 DELAGATE ASSEMBLY PROPOSED LEGISLATIVE RESOLUTION TO STABILIZE FUNDING FOR FY21: PROVIDE A HOLD HARMLESS FOR PUPIL COUNTS
The motion for the adoption of the foregoing resolution was duly seconded by Member Shawn Hunstad and upon vote being taken thereon, the following voted in favor thereof:

And the following voted against the same: NONE
Whereupon said resolution was declared duly passed and adopted.
Superintendent Malmberg reviewed that Region 5 Superintendents created and signed a letter to be sent out to communities asking them to help keep student in school and limit the transmission of COVID-19 out in the community by following MDH guidelines.
Superintendent Malmbergs' report:
â¢A service dog will be starting with a new student in the elementary soon
â¢Snow removal contract is signed with Hengel Ready Mix and Construction
â¢Meet the School Board Candidates is virtual this Thursday beginning at 6:30 PM
â¢Budget, Curriculum and Facilities committees will meet in November
â¢Moving to the Hybrid Learning Plan tomorrow, Tuesday, October 20th for grades 5 - 12. Elementary grades Pre K - 4 will stay in-person
With no further business to come before this meeting, Shawn Hunstad moved; Becky Bennett seconded to adjourn. Meeting adjourned at 7:27 p.m.
