Regular meeting of County Board – 9:00 AM – all members present.
Troy Scheffler, Merrifield, shared his opinion on COVID-19. He also addressed Board regarding alleged misconduct by Sheriff's Office & then one of his associates hand-delivered civil complaint to Chair.
Franzen/Houge - to approve minutes of 10/27/20 regular County Board meeting & 11/03/20 special County Board meeting. Motion Passed [Unanimous]
Houge/Franzen - to add "Reappointment to Crow Wing County HRA" under Additional Business & approve agenda of 11/10/20 regular County Board meeting as amended. Motion Passed Unanimous]
Franzen/Koering - to approve consent agenda. Motion Passed [Unanimous]
Franzen/Brekken - to deny Preliminary Plat request of Lake Place Storage, with findings to be prepared by staff & presented at next meeting. Motion Passed [4 to 1], Houge nay.
Franzen/Houge - to authorize entering into Service Level Agreements with both Anderson Brothers Construction Company of Brainerd LLC & Hengel Ready Mix & Construction to establish formal & proactive working relationship that allows County to plan for contingencies during COVID-19 pandemic which may include emergency roadway maintenance, repair & other services. Motion Passed [Unanimous]
Franzen/Brekken - to approve Resolution for Restatement of Ossawinnamakee Lake Improvement District. Motion Passed [Unanimous]
County Attorney complimented Deborah Erickson & entire elections staff for their high quality work on General Election.
County Administrator reported on behalf of Senior Management Team.
Houge/Koering - to allocate $20,000 from FAD’s fund balance reserves as one-time contribution to Evergreen Cemetery Association to be used exclusively for maintenance & upkeep of Memorial Gardens; Association must provide accounting to verify that funds were used exclusively for Memorial Gardens; County Administrator to revisit this issue with Association next July to determine if or to what extent any additional financial contributions may be warranted. Motion Passed [Unanimous]
Franzen/Koering - to reappoint Craig Nathan as District 4 representative on Crow Wing County Housing & Redevelopment Authority for term expiring 12/31/25. Motion Passed [Unanimous]
Chair thanked Deborah Erickson, her staff, poll workers & volunteers who all made election go smoothly with high voter turnout; he reminded everyone that tomorrow is Veterans Day & acknowledged & thanked veterans; & he encouraged everyone to do their part & wear mask & social distance to help reduce spread of COVID-19.
Franzen/Koering - to recess regular session & convene to closed session for purpose of labor negotiation strategy at 10:04 AM. Motion Passed [Unanimous]
Franzen/Houge - to recess closed session & reconvene to County Board meeting at 10:16 AM. Motion Passed [Unanimous]
Houge/Koering - to authorize entering into Agreement with Assistant Crow Wing County Attorney Association, effective 01/01/21–12/31/23. Motion Passed [Unanimous]
