Barrows/Koering - to approve minutes of 10/11/22 regular County Board meeting. Motion Passed [Unanimous] Franzen/Brekken - to remove 7.1 “Public Health Nuisance Abatement 99100500” from agenda & approve agenda of 10/25/22 regular County Board meeting as amended. Motion Passed [Unanimous] Barrows/Koering - to approve consent agenda. Motion Passed [Unanimous] Finance Director reported to Board that Crow Wing County is GFOA (Government Finance Officers Association) Triple Crown Winner for 2020. Koering/Barrows - to authorize use of Solid Waste Fund monies to abate property located at 7241 US Hwy 169, Garrison, MN (PID# 67250566) with qualified & awarded contracted private company; assess cost of clean-up to property. Motion Passed [Unanimous] Barrows/Franzen - to approve Resolution re: Support for 2022 Corridors of Commerce Project Recommendation. Motion Passed [Unanimous] County Sheriff informed Board that Sheriff’s Office will have Trunk or Treat for Halloween. Koering/Franzen - to begin process to repeal Crow Wing County Short-Term Rental Licensing Ordinance. Motion Failed [2 to 3], Barrows, Brekken & Houge nay. Chair asked that “Crow Wing County Short-Term Rental Licensing Ordinance Discussion” be placed on next Committee of the Whole Agenda & that cities & townships be invited to attend. Koering/Franzen - to authorize entering into Title IV-E Administrative Agreement for Parent Legal Representation between Crow Wing County Community Services & Crow Wing County Administrator for participation in Title IV-E Administrative Reimbursement Program related to legal costs for parents who are indigent in child protection cases where out-of-home placement is imminent risk.
