31-year-old man arrested for felony strangulation

A 31-year-old man was arrested for felony strangulation and domestic assault after an anonymous caller asked police for a welfare check on a woman and an infant.

A 31-year-old man was arrested for felony strangulation and domestic assault after an anonymous caller asked police for a welfare check on a woman and an infant.

The caller believed the suspect may have harmed the woman or child, or was holding them hostage Wednesday on the 4500 block of Mapleton Road. Baxter Police Chief Jim Exsted said law enforcement officers arrived on the scene with few details to work with. Once at the house, which is right off the roadway and tucked into woods, they began what would amount to a 50-minute period where they tried to make contact with the people inside the house. They knocked on the door, called the residence and used a bull-horn. Exsted said they determined more than one adult was in the residence and had no reason to believe the woman and infant ever left.

Exsted said at that point they had no reason to believe any violence had been committed, but knew more than one person was in the house. After establishing all individuals were still inside, Exsted said officers used every means to make contact with them. Officers were preparing for a worst-case scenario as they often have to do, Exsted said, when the adults came to the door and walked out of the house.

Baxter officers were assisted on scene by Brainerd Police and deputies and investigators from the Crow Wing County Sheriff's Office. On the incident report, 11 law enforcement officers are listed as responding to the scene. The call for the welfare check came in at 7:52 a.m. Wednesday. Exsted said he didn't want to go into more details before the suspect was arraigned.

The man is expected to be arraigned today, June 19.
