Construction update: Part of Excelsior opens, Cypress night work on hold

BAXTER—Work continues on Excelsior Road and Cypress Drive in Baxter and motorists have a new roundabout to navigate.

Excelsior Road opened to traffic Aug. 10. As yet there is no access to or from Edgewood Drive until the work next to Cub Foods and the strip mall, with Boomer Pizza, is completed.

The contractor is completing the work behind the curb along Excelsior Road. including grading and paving the new trail, Chuck Rickart, project manager reported in a construction update. Work is ongoing to grade the existing Edgewood Drive, which is Boomer Pizza's new parking lot, from Excelsior Road to the Holiday access.

With the opening of Excelsior Road, access to the businesses that have driveways on Excelsior Road will be open to normal traffic. Access to the businesses on Edgewood Drive will remain through the Highway 371 and Design Drive intersection. Traffic exiting the area to the north will need to use Edgewood Drive to Woida Road. Signs will be in place directing traffic to the Edgewood Drive businesses.

With four construction phases complete, the Excelsior Road project is now on site improvements, namely the new Boomer Pizza parking lot. This work is expected to continue through the end of the month. Plans call for work on the new Edgewood Drive/Cub Foods intersection from Sept. 4-28, work on the Boomer Pizza parking lot Oct. 1-12. All is weather dependent. Substantial completion of all roads and parking open to traffic is anticipated on or before Oct. 12 with final completion by Nov. 16.

Cypress Drive

Landwehr Construction Inc. has been working on street, trail and pond grading, storm sewer and water-main underground pipe work and turf restoration, Scott Hedlund, senior project manager, stated in a project update.

"Their main focus has been work north of the railroad tracks. There was a planned water main shut down affecting some customers in the Fairview Road/Cypress Drive intersection area one night," Hedlund stated.

The planned six-week closure of the Excelsior Road/Cypress Drive intersection, which began July 30, continues. Business access from Excelsior Road is open during construction. Hedlund said businesses with special access considerations will continue to be notified, whether by Short Elliott Hendrickson or Landwehr, or by both. A signed detour route for Excelsior Road through traffic is via Highway 210.

Drivers out after dark have negotiated Highway 210 as crews worked under the lights. Hedlund stated night work on the highway is on hold until later this fall with short duration night work at the Cypress Drive intersection for the new traffic signal and pavement marking work.

The next planned multiple night-work window for reconstruction of the Highway 210/Golf Course Drive intersection is expected later this fall. Advanced notice will be given for the future night work.

Landwehr plans to continue grading, with work on the storm sewer and water main this coming week with the primary focus remaining north of the railroad tracks. Any properties affected by temporary water shut downs will be notified in advance by the city of Baxter. Multiple temporary nighttime water shut downs are anticipated this week, beginning Monday, Aug. 20, for necessary underground work on Excelsior Road, which starts Aug. 22.

People are asked to not disturb wooden construction stakes or utility markers with work continuing during the next few months as the markers are used for safety.
