Walmart plans to construct a liquor store in an addition to its building on Glory Road in Baxter.
In order to sell intoxicating liquor, the store was required to apply for an off-sale liquor license and pass a background check, among other items for the process.
During its April 6 virtual meeting, the Baxter City Council approved the off-sale license from April 7-June 30 of this year, which is contingent upon the issuance of a certificate of occupancy for the liquor store addition. Also Walmart is expected to submit an application for the new license to run from July 1, 2021, through June 30, 2022.

In other business, the city council:
Adopted a resolution needed for an agreement with the Minnesota Department of Transportation for a street lighting project. In 2019, the city submitted a funding application to MnDOT for street lighting work at Memorywood Drive and Meredith Drive intersections with Highway 210.
Project costs are estimated to be $80,640.67 for the intersection of Highway 210 and Meredith Drive and $79,003.60 for the intersection of Highway 210 and Memorywood Drive, for a total project cost of $159,644.27.
In the cost-sharing agreement, MnDOT will pay $76,765 while the city is responsible for $82,879.
Approved updated parks and trails supervisor and parks and trails lead maintenance job descriptions, namely requiring new public works hires to have a Class A commercial driver’s license so they can operate existing city equipment. The new employees would have six months to obtain the license and the city reported it is working with existing employees to get one by Dec. 31, 2021.
Approved the purchase of additional personal protective equipment for police officers using drug forfeiture funds. The city reported an additional $2,800 is needed to complete the necessary equipment purchases.
Approved the second part of the Municipal Separate Storm Sewer System permit application, known as the MS4 permit. The permit is renewed every five years with the Minnesota Pollution Control Agency with a goal of reducing the sediment and pollutants going into state waters from stormwater systems. Control measures include public outreach and education, work to detect and eliminate illicit discharges, stormwater management and pollution prevention. The council approved the permit and authorized Mayor Darrel Olson to sign it. The application was due by April 15.
Approved the sale of a retired K-9 squad vehicle, a 2014 SUV, at auction through Mid State Auto Auction, based in New York Mills.
