Brainerd to have 6 Level 3 offenders in city

When Jordan Michael Koloski moves Monday into a residence on the 100 Block of Gillis Avenue Northeast in Brainerd, he will be the sixth Level 3 predatory offender living in city limits.

Currently, the Level 3 offenders in Brainerd are Brandon Churchill, Terrance Lindmark, Joshua Rinde, Christopher Roehl and Cory Smith. Predatory offenders are given a risk level of 1, 2 or 3, with a Level 3 offender being the highest risk level who is most likely to re-offend. There are about 80 predatory offenders in Brainerd, of all risk levels.

When Jordan Michael Koloski moves Monday into a residence on the 100 Block of Gillis Avenue Northeast in Brainerd, he will be the sixth Level 3 predatory offender living in city limits.

The Minnesota Department of Corrections (DOC) hosted a community notification meeting Wednesday at the Brainerd Police Department to speak about Level 3 offenders and Koloski. There was only one elderly lady who attended the meeting. Others in attendance were staff from the DOC, police department and a representative from Sexual Assault Services in Brainerd.

The 28-year-old Level 3 predatory offender has a criminal history that includes sexual contact with a 17-year-old female victim and juvenile offenses of criminal sexual conduct. Koloski took advantage of one victim's intoxicated and unconscious state and he was not known to the victim.

Koloski has lived in Brainerd in the past. Koloski is described as white, 5' feet, 7 inches tall and weighs 186 pounds. He has blue eyes, red/auburn hair and medium build.

The resident asked the DOC several common questions asked during community notification meetings. She asked how the DOC found a place for him to live; if he has family in Brainerd; if he has a job; and about supervision.

Mark Bliven of the DOC, who gave the presentation, said it is difficult to find a place for Level 3 offenders to live, but agents find a residence where the offender can live a stable life and be successful in. Bliven said Koloski has some Brainerd ties, but he doesn't have a lot of support in the area.

Bliven said Koloski was convicted in 2002 of fifth-degree criminal sexual conduct, a juvenile offense, that included inappropriate commentary and sexually touching three female peers. He was given probation for the offense.

In 2005, he was convicted of fourth- and fifth-degree criminal sexual conduct where he touched a 16-year-old inappropriately.

His most recent conviction was with a 17-year-old girl where he was charged with third-degree criminal sexual conduct and sentenced to 69 months in prison.

According to an unpublished Minnesota Court of Appeals opinion filed June 8, 2010, the incident with the 17-year-old occurred on Halloween night in 2007. The victim told investigators she had consumed a large amount of alcohol and "somehow" ended up in an apartment above a bar, where she woke up to find Koloski, whom she did not know, having sex with her.

Bliven said Koloski has been in and out of prison since 2009. He was in prison on Feb. 5, 2009 and got out on July 8, 2013; went back in on Oct. 23, 2013 and got out Feb. 13, 2014; and returned April 18 and will get out Monday.

Koloski will be under the strictest supervision possible and will not be able have any contact with minors; no alcohol; and will have to report to his agents on a daily basis.

Currently, the Level 3 offenders in Brainerd are Brandon Churchill, Terrance Lindmark, Joshua Rinde, Christopher Roehl and Cory Smith.
