Cass County Board: 2018 land use permits down from previous year

This is six less than in 2017.
The largest number were issued in central Cass with 26 in Woodrow Township, 17 in Wabedo, 13 in Shingobee and 11 in Powers townships. For southern Cass, there were 16 issued in Sylvan and 13 in Crooked Lake townships.
All other townships had less than 10 each.
There were 23 permits issued for shoreland alterations, up one from 2017. There were no new plats approved. There was one minor subdivision, down from two in 2017.
The planning commission issued seven variances, six conditional use permits and one land reclassification. Variances were down significantly from the 21 issued in 2017. Conditional uses were up from the two issued in 2017.
The county board approved Tuesday a new five-year contract with Waste Management to continue disposing of the county's garbage at its Elk River landfill. May 1 will be the annual renewal date.
Disposal at the landfill will run $30.08 per ton this year through May 1, 2019. The contract calls for annual increases thereafter of $1 per year.
When loading the garbage at Pine River, transportation costs to Elk River and state, county and city sales taxes are added, the cost to the county will be $73.91 per ton.
Cass set its fee for local haulers to dump their loads at the county's Pine River transfer site in February at $70 per ton. Because this now does not cover the county's disposal cost, the county board voted to increase the fee to local haulers, effective July 1 to the county's cost or $73.91 per ton.
The board referred to the planning commission two requests for land reclassification in Pine River Township. One is from Janice Sorenson for 3.81 acres from agricultural forest to Rural Residential 1 and from Wynn Neumann for 77.8 acres from commercial to Rural Residential 1.
