Crow Wing Landfill permit set to be reissued

The public comment period for the Minnesota Pollution Control Agency's (MPCA) intent to reissue the solid waste permit for the Crow Wing County Landfill is open until 4:30 p.m. May 6.

The public comment period for the Minnesota Pollution Control Agency's (MPCA) intent to reissue the solid waste permit for the Crow Wing County Landfill is open until 4:30 p.m. May 6.

A draft permit is available for review at www.pca.state.mn.us/publicnotices , the MPCA's public notice website or at the MPCA office in Baxter, located at 7678 College Road, Suite 105.

If issued, the permit will authorize continued waste disposal operations in the unlined construction and demolition debris landfill in Phase II and construction and operation of a new Phase III expansion area across the haul road to the north from the current Phase II disposal area.

The original Phase I area has been closed and final cover has been placed. The landfill has approximately 210,700 cubic yards of waste and cover soils in-place. If issued, the permit will authorize disposal of an additional 190,000 cubic yards of waste and cover soils for the 10-year term of the permit.

The facility operates as a Class 2 demolition landfill as described in the MPCA Demolition Landfill Guidance, Aug. 2005. The waste screening and the acceptable wastes for a Class 2 landfill are described in the draft permit.

The facility routinely monitors groundwater around the Phase I and Phase II disposal areas. Monitoring requirements are detailed in the draft permit. The monitoring network for the Phase III expansion will be established before the Phase III expansion area is developed.

The draft permit grants a variance from Minn. R. 7035.2825, Subp. 8 (D). The design plans do not include diversion drainageways on landfill slopes greater than 200 feet. The variance is based on satisfactory performance of the Phase I closure that does not have stormwater diversion structures on the landfill.

The preliminary determination to reissue this solid waste permit is tentative. If approved, the permit will allow the proposed operation for a term of 10 years.
