BAXTER -- During its biweekly meeting Tuesday, Sept. 17, the Baxter City Council approved a preliminary replatting of a property at 5809 Clearwater Road, as well as restructuring associated payment plans with the city in coming years.

The council voted 4-1 with Council member Todd Holman the dissenting vote.

“The property owner would like to sell the home separately and keep the property in the family,” Community Development Director Josh Doty noted. “There’s really no new driveways or new construction proposed. Basically, it’s a paper plat to rearrange the interior lines.”

As the area had utilities and street improvements installed in 2006, the properties remain subject to assessments and deferred future connection charge when water and sewer is linked to the original lot, which is about 13.6 acres in size. The property is currently owned by James and Beverly Matich, with Ronald Matich designated in the resolution as a future owner of the property.

In creating of the Northdale Fifth Addition plat, the city will combine the original lot and an adjacent lot and subdivide it into two new plats. Essentially, this is intended to divide two homes -- one in a smaller plat to be sold, with the other retained in the larger plat to be kept in the Matich family. Doty noted there are no plans for any construction or physical changes to the property, so much as it will be redrawn in a boundary and legal sense.

Doty said the city would look to roll over the old payment plan from 2006 and reframe it as a $35,173.14 assessment over 15 years starting in 2020.

In other business, the council:

Adopted an ordinance to implement a smoking ban in city parks.

Approved a provision for delayed payment of taxes on 2020 special assessments for applicants with eligible hardships.

Scheduled a public information meeting to review the 2020 budget and levy for 6 p.m., Monday, Dec. 2, at Baxter City Hall.

Approved a partial pay estimate to BNSF Railroad in the amount of $31,649.61 for crossing surfaces in the 2018 Cypress Drive improvements project.

Approved a change order and partial pay estimate to Landwehr Construction Inc. in the amount of $25,581.83 and $204,174 for the 2018 Cypress Drive improvements project.

Approved a partial pay estimate to Anderson Brothers Construction in the amount of $22,618.64 for the 2018 mill and overlay and full-depth reclamation improvements project.

Approved a change order to the Knife River Corp. -- North Central in the increased amount of $1,912.83 for the 2019 mill and overlay and full-depth reclamation project and the 2019 Memorywood Drive improvements project.

Approved a partial pay estimate in the amount of $8,900.55 for the water treatment plant generation installation.

Approved a stormwaters facilities maintenance agreement with SMAK Investments LLC.

Approved an agreement for professional services with Bolton and Menk not to exceed the amount of $12,500.

Accepted a feasibility study for the 2020 south interceptor project and ordered an improvement hearing.

Approved a partial pay estimate in the amount of $1,190,234.90 for the 2019 Mapleton Road, Jasperwood and Knollwood Drive area improvements project and the 2019 south sanitary sewer interceptor improvements project.

Renewed the Sourcewell health partners insurance contract for 2020 and authorized execution of the contracts.
