A Level 3 predatory offender is moving back to Brainerd.
Joshua Paul Rinde, 30, who moved from Brainerd to Baxter in October of 2013 will move back to Brainerd on Wednesday. When Rinde moved to Baxter he was that city's first Level 3 predatory offender to reside in the city.
The Minnesota Department of Corrections (DOC) notified the Brainerd Police Department Wednesday of the move. Rinde intends to live on the 900 block of South Seventh Street in Brainerd.
A community notification meeting about Rinde will be held at 6 p.m. Tuesday at the police department. This meeting is open to the public. Brainerd police and DOC staff will be at the meeting to provide information regarding the Level 3 officer and to answer questions.
A Level 3 predatory offender is the highest risk level who is most likely to reoffend. The state requires a community notification meeting when Level 3s get out of prison or move to a different address.
Rinde has lived in the community in the past and has resided in Brainerd, Baxter and Merrifield. He has a history of sexual contact with female children between the ages of 11 and 15. The offender was known or briefly known to the victims.
According to the DOC, in 1997 Rinde was convicted of indecent exposure as a juvenile in which he engaged in sexual contact with a 12-year-old female while she was sleeping. He was placed on probation for the crime.
In 1998 Rinde was convicted of fourth-degree criminal sexual conduct, again as a juvenile, against a 15-year-old female victim in which he used force for compliance. He again was placed on probation.
In 2002 Rinde was convicted of first-degree criminal sexual conduct against a 12-year-old female victim. He has certified as an adult and sentenced to 144 months in prison.
Rinde also had violated the conditions of his release last year by dating a woman who had young children. He served four months in prison for the violation.
Rinde is not currently wanted by the police and has served the sentence imposed on him by the court.

Rinde will join six other Level 3 offenders who live in the city of Brainerd. They include Brandon Churchill, Jordan Koloski, Terrance Lindmark, Christopher Roehl, Cory D. Smith and Christopher Wheeler.
