BAXTER — With no public input during the March 24 assessment hearing, Baxter’s 2022 full-depth reclamation and reconstruction improvements project moves to being inked in the books.
The assessment hearing is for the council to receive input from property owners regarding questions or concerns with the actual special assessments being proposed.
The presentation was given by Widseth project engineer Alex Bitter who highlighted an estimated total project cost of $1,290,860. The total project cost was estimated to be $1,341,810 during the improvement hearing; a savings of $50,950.
Originally estimated at $3,014,345 in January, the city decided to remove the Design Road improvements and Dellwood Drive storm sewer extension as they waited on communication from the Minnesota Department of Transportation. This cut resulted in the overall estimated project cost being lowered to $1,341,810.
The city would still be able to order the Design Road and the Dellwood Drive storm sewer improvements later this year if the MnDOT funding issue can be resolved.

The proposed project will consist of roadway reconstruction and trail construction on Glory Road from 1,125 feet west of Isle Drive to Isle Drive with roadway reconstruction and storm sewer construction on Universal Road from Dellwood Drive to Golf Course Drive.
Glory Road has 1,853 feet of accessible frontage property at a cost of about $179.77 per foot for roadway construction. Universal Road has 2,228 feet of accessible property at a cost of about $178.61 for the roadway and $45.52 for sewer per foot.
Reconstruction between Edgewood Drive and Highway 371, will take place on Woida Road, Clearwater Road and Design Road with reconstruction on Clearwater Road from Highway 371 to Dellwood Drive.
At the council meeting Tuesday, April 5, the Baxter City Council has, in its consent agenda, a motion to adopt the assessment for the project and to accept the bid from Anderson Brothers Construction Company in the amount of $970,632.24.
If passed, a public informational meeting would be in May and construction is scheduled to start in June and finish in September of 2022.
