A Level 3 predatory offender is moving from prison to Brainerd and a second Level 3 offender is relocating from one Brainerd address to another, police reported.
The Brainerd Police Department received notification from the Minnesota Department of Corrections regarding two Level 3 predatory offenders in the city.
• Level 3 offender Joshua Chad Tromblay, 33, is relocating from the area of Gillis Avenue to the 200 block of Fourth Avenue Northeast in Brainerd.
• Level 3 offender Joel Evan Greenough is anticipated to be released March 1 from incarceration at Lino Lakes and moving to the 100 block of Gillis Avenue in Brainerd.
The DOC and Brainerd police are hosting a community notification meeting at 6 p.m. Monday at the Brainerd Police Department to discuss Greenough, as he is a new Level 3 predatory offender in the city. Tromblay is not a new Level 3 predatory offender in Brainerd so there will not be a community notification meeting on him. It is at the law enforcement agency's discretion on whether they want to host a community notification meeting on a Level 3 offender.

The community notification meeting is held to inform the public about Greenough and to answer any questions the public may have. Tromblay and Greenough are not wanted by the police and they have served the sentenced imposed on them by the courts.
Tromblay has a history of sexual contact with male and female victims ages 3 to adult. His contact included penetration and he was known to his victims. Tromblay has an extensive history of criminal sexual conduct, but he was not charged on all the incidents, DOC authorities reported.
Tromblay was first convicted of second-degree criminal sexual conduct in 1998 in Crow Wing County. He was 11 at the time and his victim was 3. Tromblay received probation for sexual conduct. Tromblay also admitted when he was a juvenile he assaulted another minor victim, but he was not charged.
Tromblay was convicted in Benton County on third-degree criminal sexual conduct with a victim who was mentally impaired/helpless in 2010. He was given a stayed 36-month prison sentence, along with 10 years of probation. Tromblay had a relationship with the woman and her roommate allowed him to enter the residence.
Tromblay has been in and out of prison since 2012, as he has violated conditions of his release on several occasions.
Greenough has a history of sexual contact with 14-year-old and 10-year-old female victims. He was known to the victims and sexual contact included penetration.
Greenough, 22, was convicted in Crow Wing County District Court with criminal sexual conduct. According to the probable cause court document, Greenough, who was 17 at the time, had engaged in sexual conduct with a 14-year-old girl in 2011.
A Level 3 predatory offender is considered by the DOC most likely to reoffend.
