Public comment open on proposed Crow Wing County landfill permit

The public comment period on the Minnesota Pollution Control Agency's intent to reissue the solid waste permit for the Crow Wing County landfill is now open.

The public comment period on the Minnesota Pollution Control Agency's intent to reissue the solid waste permit for the Crow Wing County landfill is now open.

Members of the public are invited to comment on the agency's intent through March 19. Comments can be emailed to Daniel Vleck at daniel.vleck@state.mn.us or submitted by mail to the Minnesota Pollution Control Agency, 7678 College Road., Suite 105, Baxter.

The county's landfill, located at 15732 Highway 210, is an active municipal solid waste (MSW) site within an integrated solid waste disposal and recycling facility. The existing MSW landfill occupies about 22.5 acres and consists of four disposal cells. The design capacity of the landfill is 1,997,050 cubic yards. As of the 2013 annual survey, there was about 1,418,815 cubic yards in place in the landfill and a remaining capacity of 578,235 cubic yards. For the current design, there is a remaining site life of about eight years.

Other waste management activities under the permit include: collection for recycling of metals, household appliances, tires, electronics, mattresses, motor oil, oil filters, antifreeze and batteries; collection of glass for reuse on site; and collection of yard waste for composting or burning.

If issued, the permit will allow variances from Minnesota rules to authorize liquids addition, slopes to capture leachate seeps, delayed closure and uncompacted final cover drainage sand.

The permit would deny variance requests for using alternative long-term interest rates for financial assurance and use of an intermediate-term spray on cover material. If approved, the permit will allow the proposed operation for a term of 10 years.

The landfill's current permit was issued June 2007 and expired June 2012. Statute allows a facility to operate in accordance with the terms and conditions of an expired permit.
