Brainerd Mayor James Wallin will face Guy Green in the November general election.
The pair came out ahead over a third challenger, Steven Wolff, in Tuesday's primary election.
Wallin pulled in 507 votes, or nearly 60 percent.
Green gained 255 votes, or 30 percent.
Wolff had 88 votes, or 10 percent.

Wallin said he was hoping he would do well in the primary but he wasn't certain.
"I'm happy with 60 percent if that's the way it goes. I just appreciate everyone taking the time to vote. I'm just happy with the turnout," he said.
Green said the voter turnout shows that "people don't have a lot of faith in the political process."
Still, he's happy to be on the ballot.
"I think if the campaign is given good coverage and (Wallin's) willing to debate, the choice will be clear. We will win," Green said.
Going into the primary election, Wolff said he expected to come out last.
"It was nothing I didn't expect," he said. "James will win (at the general election), too."
He added, "We need a change of leadership and I don't see Green providing that, and James will do what he normally has done."

Wolff said this is the last time he'll run for office in Brainerd, namely because of health reasons.
