I hope most people read the recent Dispatch article about Governor Walz’s bonding bill. Part of the proposed bill is for waste and stormwater treatment facilities in outstate Minnesota, including Crosslake. These projects are essential to protect the environment and public health. There is a long precedent for using bonding bills for this purpose. Some people may wonder why the Legacy Fund can’t be used. The Legacy Fund was dedicated in the amendment to enhance funds for the arts, recreation, and the environment; it was not intended to be co-opted by the legislature to fund capital projects or to cover governmental payrolls.
