While Rice has not held political office, that may be more of an asset than a liability.
She ably fits all of what is needed: trust, compatibility with the President and the ability to step into the position of POTUS.
As vice president, she could strengthen a president as a solid counter to adversaries, setting limits to Putin and Xi. She has what is required to rectify the egregious acts both have made.
