Reader Opinion: Inaccurate to blame MNsure

This is a response to Rep. Josh Heintzeman's "Governor's single-payer proposal is not solution to MNsure crisis" which repeated inaccurate claims regarding MNsure. This is offered in hopes of assisting legislators in devising an effective solution.

MNsure doesn't set premium prices, deductibles or doctor choices. Nor does MNsure set policy for public programs like MinnesotaCare and Medicaid. MNsure doesn't set terms for health insurance companies. These are all set by individual insurance companies, medical providers, and/or other governmental bodies.

MNsure simply helps Minnesotans find the health care coverage that is right for them through an online tool that allows consumers to do direct comparison shopping for health insurance as well as through MNsure Navigators. These MNsure Navigators help to enroll Minnesotans, who are unable to directly utilize the online tool, to secure coverage. MNsure's website, which is either accessed directly by individuals or through the assistance of a MNsure Navigator, is to health insurance as Travelocity is to airplane tickets. The MNsure Navigator is like a travel agent assisting Minnesotans in getting where they wish to go with regards to health insurance.

MNsure is working in fulfilling its mission to help Minnesotans find affordable coverage that is right for them. Minnesota now has the highest rate of insured Minnesotans in state history and among the highest in the nation. Minnesota legislators and citizens need to take pride in these achievements.

My larger point is that it makes no sense to fault MNsure for the problems in the individual market or for the affordability of healthcare coverage. Not only is it inaccurate to blame MNsure for these issues but it also blurs defining what the real problem is thereby making it less likely to adopt an effective solution.
