Timeshares, vacation rental by owner, transitional, short-term, rentals are the names yet similar issues remain.
Fact-often an absentee owner who does not stay directly or regularly involved with their properties are oblivious to issues having transpired on them. These owners are the first responsible party. Then come renters being responsible to owners, while their neighbors, not able to choose either, are the third direct in line party responsible to their communities.
Fact-Tax roll, and permits required provide responsible party information.
Here I offer a few possible solutions.
A. List all properties as businesses. Allow for owner to provide promises and proof there is no business conducted on their property.

B. Owners of property submit written request for property exempt status with explanation.
C. Have property owner, renter and city representative agree to "sign in as guest" agreement where owner/renter can pay a nuisance tax as permission granted for staying as rental property.
There is no convenient reason the neighbors, owners, city council or clerk are required to hunt down by researching rentals on websites or other arenas
Clarification to owners, to what actions are being taken, is formal, respectful, reasonable and uses information already available.
