Heavy traffic near Skull Rock in Joshua Tree National Park on Saturday, Dec. 29. The federal government shutdown meant that essential services in the park like restrooms and campgrounds were not maintained, and wilderness rangers were not present to help inform visitors of park features and advise them of the rules.
