The first option entails placing the trail closer to Highway 371, and out of the Minnesota Department of Transportation right of way, though it’s been noted that to meet requirements the trail must be 30 feet from traffic and will probably have to be placed in the ditch and, thus, it would be difficult to install proper drainage.
