Temperatures in San Antonio, which is about 160 miles from the Mexican border, swelled to a high of 103 degrees on Monday with high humidity.
Despite the setback, the administration is moving ahead with other changes at the border in an attempt to advance Biden's plans to better manage migrant arrivals.
A federal judge in Louisiana blocked U.S. authorities from lifting Title 42, which since March 2020 has empowered U.S. agents to quickly turn back over a million migrants to Mexico and other countries.
